In 1995, the year before China's comprehensive gun ban, the quiet town of Mangya is thrown into chaos. A notorious bandit leader, Bei Shan, breaks out of prison and summons forty-three ruthless outlaws to join him. They blockade the town by force, cutting off fuel and communication. The bandits demand money and lives, and gunfire erupts across Mangya. As a massive sandstorm looms, the situation grows desperate.
