Work on the film adaptation of the 1993 novel of the same name by Tom Clancy began back in the 1990s. In 1994, Keanu Reeves was offered $7 million to play John Clark, but the actor declined. In 1995, Savoy Pictures shut down the project during pre-production, and it had planned to feature Laurence Fishburne and Gary Sinise. In 2012, Christopher McQuarrie became the film's director, and Paramount Pictures took on the project. There were negotiations with Tom Hardy, who was to play John Clark, and with Kevin Costner, who was planned to be cast as William Harper. In September 2018, it was announced that Michael B. Jordan would play Clark, and that it would be a two-part film series based on the novels Without Remorse (1993) and Rainbow Six (1998). In December of that same year, it became known that Stefano Sollima would direct, and in October 2019 filming began in Berlin.
