Frank Shaw, a former police officer, lost his job after attempting to expose corruption in his department. Now he heads a team of animal control workers in Seattle, Washington. Frank is cynical and curmudgeonly, but he has an almost superhuman ability to understand animals. The job requires handling predators and dealing with pet owners who neglect their animals. The crew's lives are complicated by the fact that animals are simple, but humans are not.
