This project was originally planned as a prequel to the series Ray Donovan (2013-2020). In February 2024, the streaming service Paramount+ published a simplified concept for the series, which was to be titled The Donovans. The plot would have focused on Ray Donovan during his rise and the creation of a criminal enterprise. Guy Ritchie would have been the director and executive producer. In October 2024, it became known that the spin-off idea had been abandoned, and the script was rewritten to create a standalone series with no connection to Ray Donovan. Ritchie remained part of the project's creative team.

Pierce Brosnan's Irish accent (he plays Conrad Harrigan) is reminiscent of the pronunciation of Jimmy Cricket, a comedian of the 1980s.

The titles of many episodes are borrowed from various songs (for example, from Elton John's song «Funeral for a Friend»).
