Bill was born and lived in Phoenix, Arizona until he was ten years old, then his whole family moved to Libertyville, a suburb of Chicago, Illinois, where he grew up; he has younger sister Sarah Heck and brother Tim Heck.

Bill graduated in 2001 from the private University of Evansville in Evansville, Indiana, with a Bachelor of Fine Arts in acting, and in 2004 from the private New York University in New York City with a Master of Fine Arts in acting.
