Born in Ashgabat, Turkmen SSR, USSR. In 1977 he graduated from the screenwriting and film studies faculty of VGIK. He worked in documentary cinema. He acted as an actor ("Land of Sannikov", 1973; "Ermak", 1996, and others). Since 1990 he headed the Turkmen Center of Cinema and Television for Children and Youth "Nusay" (Rolan Bykov Foundation).

Since 2001 he has lived and worked in Moscow. Director of TV series: "Steel Boys" (2004), "Officers" (2006), "Platinum" (2007), "Marines" (2011), "Untouchables" (2015), "Fugitive" (2018), "Desert" (2019), "Dolphin" (2020), and others. Honored Art Worker of Turkmenistan (1992).
