Producer Dick Wolf had long been toying with the idea of a series about the FBI and pitched it to the NBC television network. More specifically, he proposed making this project a spin-off of the series "Law & Order: Special Victims Unit." But NBC rejected the idea, while media conglomerate CBS seized on it, and the project became the first Wolf series not to air on NBC.
