A police patrol found a burned-out car with two charred corpses inside. In parallel, a meeting of law enforcement officers is taking place in Moscow, where the head of criminal investigations for the Rostov region reports on a scenario involving five crimes in the region. It is impossible to get anything out of the criminals; there is no evidence. Colonel Alexander Kovalev is pressuring his subordinates and demands that everything be done to achieve results. A friend and former colleague, Lieutenant Colonel Eduard Konstantinovich Lepygin, came to the colonel. He tells his story of dismissal from the agencies after the planned "betrayal." Lepygin asks Kovalev for help.
