Igor Grom has become a symbol of peace in St. Petersburg after catching the Plague Doctor. His days are spent catching criminals with partner Dima Dubin, his evenings with girlfriend Yulia Pchelkina. The arrival of arms magnate August van der Holt, who wants a police modernization contract, changes everything. Van der Holt hires a mercenary called Ghost to eliminate Grom and sow panic among the population.
