In the Second Age of Middle-earth, an uneasy peace holds across scattered realms. From the elven forests of Lindon to the island kingdom of Númenor, the re-emergence of a long-dormant evil forces kingdoms and characters to confront a growing darkness. The central conflict pits the last alliance of elves and men against the rising power of Sauron, who seeks to dominate Middle-earth through the forging of magical rings.

The Rings of Power mentions the Harfoots, hobbits of the Second Age. Like the hobbits spoken of in the tales of the Third Age, the Harfoots love to sing, dance, and make merry. Unlike the other races, the Harfoots lead a more nomadic lifestyle. They try not to be seen by Men and other creatures with whom they are not acquainted.
- Serious measures were taken to keep plot details secret. The windows of the room where the writers worked were taped over, a guard stood at the door, and the electronic lock was programmed to the fingerprints of the writers working inside.
